Navigating through the legislative circus in an enormous state like California is a daunting task, but as I read through the Legislative Toolkit I found that it answered all of my questions about introducing legislation, everything from how to approach and lobby legislators to developing the appropriate language for a moratorium bill. It also includes a comprehensive appendix with helpful examples of press releases, bill excerpts, talking points and more.
