Description: 

The death penalty is abolished.
All funds remaining in the Capital Litigation Trust Fund are transferred into the Death Penalty Abolition Fund, a special fund for services for murder victims' families and for training of law enforcement personnel. The fund will be administered by the Illinois Criminal Justice Information Authority.
